Concord Greenlights Over 400 New Apartments by Marginal Properties & Pacific West Communities

Three developers—Marginal Properties, Pacific West Communities, and Maracor Development—are set to construct more than 400 apartments across two projects in Concord, California. The Concord Planning Commission has given the green light for these developments, which will contribute to the city's efforts to meet its housing goals.

Details of the Marginal Properties Project

Marginal Properties, based in Washington, received approval to build a 230-unit complex at 2400 Salvio Street and 2471 Willow Pass Road. This project, led by Brent Nicholson of Kirkland, will consist of a five-story building with 13,700 square feet dedicated to amenities. Although proposed in 2018, the project has experienced delays and multiple extensions. The development’s cost and construction timeline remain undisclosed.

Pacific West and Maracor's Affordable Housing Initiative

A joint project by Idaho-based Pacific West Communities and San Francisco-based Maracor Development will bring a 183-unit apartment complex to 1650 Ashbury Drive. The site, owned by the Church of the Nazarene, has been designated for either a fully affordable or market-rate development. Originally, the project was planned to include 313 units, but it was scaled back due to feasibility concerns. The current plan includes a six-story building with 19,000 square feet of amenity space and parking for 99 vehicles. The cost and timeline for this project are also not provided.

Concord's Housing Goals and Future Plans

These new developments are part of Concord's broader efforts to achieve a state-mandated housing goal of 5,073 homes by 2030, with 2,036 units required to be affordable for lower-income households. Marginal, Pacific West, and Maracor’s projects, located within a short drive of each other, will contribute 413 units towards this goal.

Maracor's Broader Affordable Housing Efforts

In addition to the Concord projects, Maracor Development is expanding its affordable housing portfolio in the Bay Area. The company has plans for a 240-unit complex near the Warm Springs BART station in Fremont, as well as two other affordable housing projects in the city, adding a combined total of 210 units. Recently, Maracor, along with its partners, secured $66 million in financing for a 166-unit affordable housing development in Downtown San Jose.
