Since New York State legalized recreational cannabis in 2021, the city has seen a surge in cannabis shops. Many of these stores are illegal, with 57 legal shops dwarfed by an estimated 2,900 illicit ones. These bright-green, LED-lit stores have rapidly occupied much of the city's vacant retail spaces, leading to widespread concerns about the proliferation of these establishments.

Crackdown on Illegal Cannabis Shops

In early May, New York City began a significant enforcement effort known as "Operation Padlock to Protect." This initiative, spearheaded by the NYPD, the city sheriff’s office, and the Department of Consumer and Worker Protection, is heavily supported by Mayor Eric Adams. The first phase targeted the most egregious offenders: shops near schools and places of worship, those selling to underage customers, and those implicated in selling harmful products. The goal is to shut down as many illegal shops as possible within a 30-day window.

A Notable Raid

One notable raid occurred at New City Smoke Shop, located at Park Place and Church Street. As Mayor Adams held a press conference nearby, the raid was livestreamed with commentary from City Sheriff Anthony Miranda. Photographer Luiz C. Ribeiro, initially covering the press conference, captured the raid’s aftermath, where the shop owner was handcuffed and detained amidst a strong police presence. Despite the raid on May 7, the shop's inventory remained inside, but its doors were chained and padlocked, signaling the city's serious crackdown on illegal cannabis operations.
