What Is Replacing the Promenade Mall

The former Promenade mall in Woodland Hills has been demolished, clearing the way for the next stage of Rams Village at Warner Center, a major mixed-use redevelopment led by the Kroenke Organization. The former shopping center opened in 1973 and became one of the area's longtime retail landmarks. Its demolition now creates a largely cleared development site within Warner Center, where the Rams plan to establish their permanent headquarters and training facilities alongside thousands of new homes and a broad mix of commercial and entertainment uses. The Kroenke Organization acquired nearly 100 acres in Warner Center in 2022, including the former Promenade property, adjacent former Anthem Blue Cross land and the Village at Westfield Topanga. The Rams announced the 52-acre Rams Village master plan in 2025.

What Rams Village Will Include

The development is planned as a large mixed-use neighborhood with more than 5.2 million square feet of floor area. At its center will be the Rams' permanent headquarters and training complex. The headquarters will include more than 350,000 square feet of facilities, while a separate indoor training building will provide spectator seating. The project will also include residential buildings, retail space, offices, medical offices, entertainment venues and publicly accessible open space. Two planned entertainment buildings will provide seating for approximately 2,500 and 5,000 people, while a 65,000-square-foot public park is planned as another major gathering space.

What The Residential Development Will Add

Housing will make up a major portion of Rams Village, with the overall plan expected to deliver more than 3,100 homes. The residential component will include several high-rise buildings. A planned 29-story tower will contain more than 500 units, while a 32-story building will have more than 400 residences and commercial space. Another 37-story mixed-use tower is planned with more than 700 homes, live/work units, a 182-room hotel and commercial space. A separate 19-story building will combine approximately 425,000 square feet of office space, 100,000 square feet of medical offices and retail. The plan also calls for more than 5,000 parking spaces across the broader development. Five percent of the residential units are planned to be reserved for very low-income households, according to the project reporting provided.

What The First Phase Will Look Like

The first construction phase is expected to focus on residential development. Planning documents submitted to the Los Angeles Department of City Planning describe an initial eight-story apartment building spanning approximately 600,000 square feet, with 326 residential units, retail space and parking. A second residential building would bring the first phase's total to approximately 646 homes. The current proposal represents a revision of an earlier entitled development for the site. The project is being planned in phases, allowing the large-scale neighborhood to take shape over many years.

What The Rams Are Already Doing in Woodland Hills

The Rams already have a temporary presence on the broader Warner Center property. The team moved its practice operations and temporary headquarters to Woodland Hills in 2024, using modular buildings and outdoor practice fields while plans for the permanent campus were being developed. The permanent Rams Village headquarters will eventually replace that temporary setup and become the centerpiece of the broader mixed-use development. For the Rams organization, the project builds on the development model established at Hollywood Park in Inglewood, where Kroenke developed SoFi Stadium as the centerpiece of a much larger sports, entertainment and mixed-use district.

What The Timeline Means for Warner Center

Rams Village is expected to be a long-term redevelopment rather than a project that will appear all at once. Permanent vertical construction is targeted for 2027, while the full master plan is expected to take roughly a decade to complete, potentially extending through 2037. The redevelopment also fits into the broader Warner Center 2035 Specific Plan, which seeks to transform the area into a denser, more walkable and transit-oriented urban center for the San Fernando Valley. The demolition of the Promenade mall is therefore more than the removal of an aging retail property. It clears one of the area's largest development sites for a new district combining housing, sports, entertainment, employment and public space.
