What The Westpark Redevelopment Includes
A development partnership between LMXD, MSquared, and the Philadelphia Housing Authority has officially broken ground on the first phase of the Westpark Apartments redevelopment in West Philadelphia. The broader project will transform the existing 12-acre affordable housing campus through a combination of new construction, rehabilitation, and long-term affordability preservation. Phase I includes a newly constructed mid-rise residential building, rehabilitation of an existing apartment structure, and additional new affordable housing units along the southern edge of the site.
What The Housing Program Looks Like
The first newly constructed building will include 145 apartments, with a portion reserved specifically for existing Westpark residents relocating within the redevelopment process. Additional units will serve households earning between 20 and 80 percent of the area median income, creating a mixed-income affordable housing structure. The project also includes rehabilitation of an existing 141-unit residential building, preserving housing inventory while modernizing aging units. An additional 41 newly constructed apartments will prioritize returning residents and households earning up to 50 percent of AMI.

Beyond housing, the redevelopment also incorporates approximately 1,300 square feet of retail space as part of the first phase.
