Construction is underway on Thrive at Fountain, a new affordable housing community in Long Beach's Zaferia neighborhood. Located at 4151 E. Fountain Street, the development will bring 73 affordable apartments to an area with growing demand for workforce and family housing. The project will consist of two new residential buildings rising three to four stories. Once completed, the community will offer a mix of one-, two-, and three-bedroom apartments designed for families and individuals seeking affordable housing options.
All apartments will comply with state and federal accessibility standards, and 18 units will be specifically reserved for residents with disabilities. The development is designed to serve households earning at or below 30% and 60% of the area median income, helping address affordability challenges in Long Beach. Plans also include several community-focused amenities. Residents will have access to a central courtyard, two outdoor decks, and a dog run, creating additional outdoor gathering spaces within the property.
The project is being developed by Linc Housing Corp., a nonprofit affordable housing developer with a long history of creating workforce and affordable housing communities throughout California. BAR Architects is leading the design of the project. The development aims to balance higher-density housing with outdoor amenities while maintaining accessibility for residents with varying needs.
City officials view Thrive at Fountain as part of a broader effort to expand affordable housing opportunities near transit, schools, parks, and other community resources. Long Beach Mayor Rex Richardson said the project will help reduce housing costs for working families while improving access to transportation and everyday services. Its location along a major transit corridor aligns with the city's goals of creating more connected and sustainable neighborhoods.
The affordable housing community carries a total development cost of approximately $66.1 million. Financing includes support from the Long Beach Community Investment Company, along with a combination of public and private funding sources. Construction is expected to continue through 2027, with completion targeted for late that year. Thrive at Fountain is one of six affordable housing developments currently under construction across Long Beach, highlighting the city's ongoing push to increase housing supply for lower-income residents.
