StreetLights Residential plans to build a 22-story multifamily tower containing 261 luxury apartments at 6501 Legacy Drive in Plano. The project will also feature three adjacent rental townhomes, each offering three-bedroom layouts ranging from 3,283 to 3,316 square feet.Inside the tower, apartment floor plans will range from one- to three-bedroom units, with sizes spanning approximately 682 to 2,843 square feet. The development is designed to target renters seeking high-end housing options within one of North Texas' most active corporate corridors. Construction is expected to begin this month, while project completion is scheduled for 2029.

What Amenities Residents Can Expect

StreetLights is positioning the project as a luxury residential offering with an extensive amenity package. Plans include a sky lounge, golf simulator, coworking areas, library, fitness center, and resort-style swimming pool. These features are intended to appeal to professionals working in the nearby corporate campuses that surround the development site. The project's location places residents within walking distance of several major employers, including Toyota, Pizza Hut, Frito-Lay, Ericsson, and FedEx, all of which maintain significant operations in the Legacy business district.

What the JCPenney Campus Redevelopment Involves

The residential tower is part of The Park at Legacy, a large-scale redevelopment of the former 100-acre JCPenney headquarters campus in Plano. Capital Commercial Investments acquired the property in 2021 and has been leading efforts to reposition the site into a mixed-use district. In 2024, Plano city officials approved plans that include two multifamily towers, four office buildings, four restaurants, a hotel, a mixed-use building, and renovations to existing office and parking structures. StreetLights Residential was selected as the residential development partner for the project, bringing its experience in luxury multifamily construction to one of the largest redevelopment efforts currently underway in North Texas.

What This Means for the Dallas-Fort Worth Multifamily Market

The project arrives as the Dallas-Fort Worth multifamily market continues to absorb a significant wave of new construction. According to Yardi Matrix, apartment inventory in the Metroplex expanded by 3.2 percent during the 12 months ending in May 2026. Despite elevated supply levels, more than 50,000 apartment units remain under construction across the region, underscoring continued confidence in long-term population and job growth. StreetLights remains an active contributor to that pipeline. Earlier this year, the company broke ground on another 365-unit apartment development in Dallas that is also expected to be completed in 2029.

The new tower further reinforces Plano's evolution into one of the region's premier live-work-play destinations. As major employers continue expanding their presence in Legacy and surrounding business districts, developers are increasingly adding housing options designed to meet demand from professionals seeking proximity to work, dining, and entertainment. If completed as planned, the development will add more than 260 new residences to one of the most prominent redevelopment projects in North Texas while helping transform the former corporate campus into a mixed-use urban district.
