What the Approved Project Includes

Los Angeles planning officials have approved a residential expansion at 2413-2499 North Silver Lake Boulevard in the Silver Lake neighborhood. The project will add three new apartment buildings to an existing multifamily property while preserving the site's current housing. The property currently contains seven residential buildings with 48 apartments. Under the approved plan, developers Fang Qian Morgan, Fang Qian Morgan EGST Trust, and Seth James Morgan EGST Trust will remove existing carports and accessory structures to make room for 76 additional apartments. Once completed, the property will contain a total of 124 residential units. DFH Architects designed the project.

What the New Buildings Will Add

The expansion will introduce one four-story building and two five-story buildings on the western portion of the property. All 76 new apartments are planned as one-bedroom units. Six apartments will be designated for very-low-income households and remain income-restricted for 55 years. According to planning documents, the project will add approximately 71,269 square feet of floor area, resulting in a total floor area ratio (FAR) of 1.44:1. The tallest building will reach 56 feet in height.

What the Parking and Site Plans Include

Parking for the development will be located beneath the new buildings within three two-level subterranean garages. The project will provide 119 vehicle parking spaces, along with 59 long-term bicycle parking spaces and six short-term bicycle spaces for residents and visitors. The development utilizes California's density bonus program and related waivers, allowing adjustments to building height, parking requirements, building separation, passageway widths, rear-yard setbacks, and trash enclosure placement.

What Community Feedback Focused On

The proposal returned to the City Planning Commission after an earlier continuance that allowed city officials to further evaluate concerns raised by residents and tenants. Community feedback focused on issues including project scale, fire safety, parking availability, traffic impacts, construction activity, and existing property conditions. In response, city staff provided additional information regarding transportation analysis, parking studies, tenant communications, and coordination with the Los Angeles Housing Department. The development team also met with tenants in May 2026 and committed to ongoing communication, property improvements, construction impact mitigation, and coordination with city housing officials throughout the process.

What the Approval Means for the Property

The site is located within the Silver Lake–Echo Park–Elysian Valley Community Plan area and carries an R3-1VL zoning designation. Planning documents indicate the project qualifies for an AB 130 statutory exemption from the California Environmental Quality Act (CEQA), allowing the development to move forward without additional environmental review requirements.
