What Salem State’s Campus Sale Includes

Salem State University is moving forward with plans to sell a large portion of its south campus to developers AvalonBay Communities and Winn Development as the school looks to shrink its footprint and reduce long-term operating costs. The redevelopment site at 8 Harrison Road in Salem, Massachusetts, will become a new luxury multifamily community featuring 340 residential units in the first phase of development.

The agreement between the university and the developers was reached two years ago, though the transaction still depends on several conditions before the sale officially closes. School officials said the decision allows Salem State to consolidate operations on its north campus while avoiding more than $50 million in deferred maintenance and aging-facility expenses. The university plans to complete the transition by fall 2027 while maintaining ownership of the property until classes are fully relocated.

What Developers Are Planning for the Site

The first phase of the redevelopment, called Avalon Salem, will serve as part of the broader Forest River Residences master plan. In addition to the initial 340-unit luxury apartment project, plans could bring another 145 residential units through a mix of new construction and adaptive reuse of existing campus buildings. The 23-acre property will also include more than 500 parking spaces as developers target renters seeking suburban housing options with access to the Boston metro area.

Located roughly 16 miles north of Boston, Salem continues attracting residential development interest as housing demand pushes further into surrounding communities. Developers have increasingly targeted sites tied to universities and institutional owners because they often offer large land assemblages in supply-constrained markets.

What the Project Signals for Greater Boston Housing

The project reflects a growing trend where colleges and universities are monetizing underutilized real estate to offset financial pressures, maintenance costs, and changing enrollment dynamics. At the same time, developers continue chasing multifamily opportunities near major educational and employment hubs across the Boston region, where housing shortages and high rents continue driving demand.

Luxury rental housing near transit, universities, and downtown employment centers has remained one of the stronger-performing sectors in the Northeast multifamily market despite elevated construction and financing costs. The Salem redevelopment could also add pressure to surrounding rental markets by introducing a significant amount of new inventory into an area where developable land remains limited. Construction on Avalon Salem is expected to begin this summer once final conditions tied to the sale are completed.
