A major mixed-use residential development could reshape a large section of East Flatbush near the border of Brownsville as plans move through New York City’s approval process. Bawabeh Holdings filed a rezoning application for a 1.2-million-square-foot project spanning a large block bounded by East 98th Street, Winthrop Street, Kings Highway, and Rockaway Place. The development is being planned under Midyan Gate Realty No. 2 LLC and designed by IMC Architecture. The proposal includes nine interconnected residential buildings standing between 14 and 15 stories tall with a total of 972 rental apartments. Plans also call for more than 136,000 square feet of retail space, over 103,000 square feet of community facility space, and parking for 114 vehicles.
Renderings show a large-scale mixed-use complex designed with varying roof heights, landscaped terraces, setbacks, and multiple façade materials, including glass, brick, and paneling. The project aims to create the appearance of several distinct buildings while functioning as a connected development across the block. Street-level retail frontage appears designed to activate the surrounding streetscape with large glass storefronts and pedestrian-oriented commercial space. The development would replace an existing one-story commercial property currently occupying the site.
The project still faces a lengthy public approval process through New York City’s Uniform Land Use Review Procedure, commonly known as ULURP. The site is currently zoned for industrial and automotive uses, meaning residential construction cannot proceed without rezoning approval. Because of Mandatory Inclusionary Housing requirements, the project would likely be required to include between 194 and 292 affordable housing units, though developers have not yet released a final affordability breakdown.
Large-scale rezoning proposals continue pushing deeper into Brooklyn neighborhoods, where former industrial and commercial sites are increasingly targeted for mixed-use housing development. Developers remain attracted to East Flatbush and Brownsville because of larger available sites, transit access, and growing pressure to add housing inventory across New York City. The project also reflects the ongoing shift toward master-planned mixed-use communities that combine residential density with retail, community facilities, and public-facing commercial space.
If approved, the development would become one of the larger residential projects proposed in the area in recent years. Construction is expected to occur in two separate 45-month phases, with full completion projected around 2035. The scale of the project could significantly reshape this portion of East Flatbush while adding hundreds of new housing units and expanding commercial activity near Kings Highway
