What the Proposed Development Includes

Related Urban Development Group has filed plans to redevelop portions of an aging public housing complex in Coconut Grove with a new mixed-income community called Magnus Grove and Stirrup Plaza. The proposed development will occupy a 6.1-acre site at 3150 and 3160 Mundy St. and 3181 Douglas Rd. in Miami. The project would replace two older public housing buildings with a pair of high-rise residential towers while preserving an existing 68-unit apartment building and a standalone wellness center. Together, the new buildings would deliver 750 apartments, 7,300 square feet of ground-floor retail space, a 7,650-square-foot public library, and a 796-space parking garage, creating a higher-density mixed-use community near public transit.

What the Two Towers Will Offer

Designed by CFE Architects, the development consists of two residential towers with complementary amenity offerings. Magnus Grove will rise 22 stories and include 348 apartments, while Stirrup Plaza will stand 25 stories and feature 402 residential units. Both buildings will offer pool decks and indoor resident amenities, providing modern housing while replacing aging public housing infrastructure. The redevelopment is located within Miami-Dade County's Rapid Transit Zone, just steps from the Douglas Road Metrorail Station, allowing county officials to oversee the review process.

What the Live Local Act Means for the Project

The proposal is being advanced under Florida's Live Local Act, which provides zoning incentives and tax benefits for developments that include affordable housing. To qualify, at least 40% of the apartments must be leased at below-market rates to households earning up to 120% of the area's median income, subject to household size. The law allows eligible projects to exceed certain local zoning restrictions related to building height and density, making it possible to deliver significantly more housing on qualifying sites. Although the legislation has encouraged affordable housing development throughout Florida, it has also generated debate among local governments. Miami officials recently approved a measure authorizing the city attorney to explore legal challenges to the law, arguing that it limits local control over development decisions.

What the Project Means for Coconut Grove

The proposal continues Related Urban Development Group's long-running partnership with Miami-Dade County to modernize aging public housing communities by replacing them with larger mixed-income developments that combine affordable, workforce, and market-rate housing. Led by President Albert Milo Jr., Related Urban has completed or proposed several similar projects across South Florida, including the 842-unit Jackson Memorial campus redevelopment, the 398-unit Claude Pepper public housing redevelopment, the 390-unit SoMi Parc Phase II development, and Magnus Brickell. If approved, Magnus Grove and Stirrup Plaza would significantly increase the number of homes available on the site while preserving affordable housing opportunities in Coconut Grove, a neighborhood that has experienced substantial luxury residential investment in recent years.
