Related Urban and Orange County have completed Residences at Emerald Villas, a 90-unit affordable housing community located at 5845 El Segundo Way in Orlando's Pine Hills neighborhood. The development represents the third and final phase of the Emerald Villas campus, completing a multi-year effort to create affordable housing opportunities directly across from Evans High School. Developed by Related Urban, the affordable housing division of Related Group, the project was delivered in partnership with the Orlando Neighborhood Improvement Corporation and Orange County. With the final phase now complete, the campus offers a total of 450 affordable apartments serving families, seniors, and workforce households.
What the Affordable Housing Community Includes
The newly completed building provides housing for residents earning between 50% and 80% of the Area Median Income. Two-bedroom apartments start at $1,306 per month, helping address the need for attainable housing in the growing Orlando market. Residences feature granite countertops, stainless steel Energy Star-rated appliances, and contemporary interior finishes. Residents also have access to a fitness center, a technology-equipped work lounge, landscaped open spaces, walking trails, and secure access-controlled entry throughout the property.
What the Full Emerald Villas Campus Looks Like
The completion of Residences at Emerald Villas brings the entire campus to 450 affordable housing units. The first phase delivered 264 affordable apartments, while the second phase added 96 affordable senior housing units. The final phase contributes 90 apartments designed for working families, completing the full build-out along Pine Hills Road. The development sits across from Evans High School, a longtime community institution and Florida's first designated community school. The location provides residents with convenient access to educational resources and neighborhood services.
What Funding Helped Deliver the Project
The final phase received significant public support through Orange County's housing initiatives. Funding included $2.5 million from the county's Affordable Housing Trust Fund and an additional $4.5 million from federal American Rescue Plan resources. The project is also part of Orange County's broader Housing For All initiative, which continues to expand affordable housing options throughout the region.
