What QWest Towers Will Deliver

QWest Towers is nearing completion at 1 and 25 North MacQuesten Parkway in Mount Vernon, marking a major step forward for the city's workforce housing supply.

The project consists of two residential towers, one standing 15 stories and the other 12 stories. Together, they will provide 228 rental apartments, including 58 studios, 91 one-bedroom units, 78 two-bedroom units and one three-bedroom unit, plus a superintendent's apartment.

The first tower is expected to be completed later this year, with the second tower following within a few months.

What Residents Will Get

The energy-efficient development will provide amenities including laundry rooms, recreation space and a green roof. The project is designed to offer quality rental housing for working households while bringing new residential activity to an important gateway into Mount Vernon.

Construction has also generated approximately 250 jobs, with another 20 permanent positions expected once the property is operational.

What the Development Team Brings to Mount Vernon

QWest Towers is a joint venture between Simone Development Companies and Stagg Group, working with Rev. Dr. L’Judie Matt-Simmons.

For Simone Development President Joe Simone, the project has particular significance because he grew up in Mount Vernon and attended the city's public schools. Simone Development has also completed medical, retail and warehouse projects throughout the city.

Stagg Group, which focuses on affordable housing throughout the Bronx and Westchester County, has developed more than 5,000 affordable housing units over the past two decades. President Mark Stagg also has family ties to Mount Vernon dating back more than 40 years.

The development team is also contributing to improvements around the project, including beautification along North MacQuesten Parkway and investments in the Mount Vernon City School District and Mount Vernon Fire Department.

What Is Funding the Project

The $158 million development received financing support from New York State Homes and Community Renewal, Westchester County's New Homes Land Acquisition program and Housing Flex Fund.

The Mount Vernon Industrial Development Agency also provided financial incentives to help move the project forward.

The combination of public financing and private development is allowing the project to deliver housing at rents targeted to households across a range of workforce income levels.

What Comes Next

With the towers now topped out, QWest Towers is moving toward completion. The first building is expected to open later in 2026, followed by the second tower a few months later.

For Mount Vernon, the project adds 228 new workforce housing units while transforming a prominent development site and bringing new investment to the city.
