The Port Authority of New York and New Jersey announced the receipt of federal approval for a $1.9 billion loan to support the first phase of the Midtown Bus Terminal replacement project. The loan was issued through the U.S. Department of Transportation's Build America Bureau and leverages the Transportation Infrastructure Finance and Innovation Act (TIFIA) program, which has been in operation for 25 years.
Loan Benefits and Project Scope
This marks the Port Authority's first time utilizing the TIFIA loan program, which offers favorable terms, including subsidized costs and repayment flexibility. Under the terms of the loan, principal and interest payments can be deferred for up to five years after the substantial completion of the project. The entire $10 billion project will include a 2 million-square-foot main terminal, a separate storage and staging building, new ramps connecting to the Lincoln Tunnel, and more. Construction is expected to begin this year, with the first phase scheduled for completion by 2029 and the main terminal expected to finish in 2032.
Government and Community Support
Governor Phil Murphy expressed enthusiasm for the project, highlighting its importance to New Jersey residents who rely on the bus terminal daily. The development is expected to modernize the facility and serve as a vital economic and transportation hub for the region. Chairman Kevin O’Toole emphasized that the TIFIA loan enables the construction of a 21st-century terminal that will serve commuters for decades.
Project Impact and Future Prospects
Port Authority Executive Director Rick Cotton noted that the federal loan approval demonstrates widespread support for the project, which aims to replace the outdated and inefficient terminal with a state-of-the-art facility. The project will significantly benefit the region’s economy and enhance the commuting experience for millions of people. U.S. Senator Cory Booker also voiced support, underscoring the positive transformation the new terminal will bring to both New Jersey and New York commuters.
