NRP Group Breaks Ground on Affordable Housing Community Near Austin
The NRP Group has commenced construction on Catalina, a 336-unit affordable housing community in Travis County, Texas, scheduled for initial occupancy in September 2027 and completion in April 2028.

Catalina Breaks Ground on Cameron Road
The NRP Group closed financing and broke ground this week on Catalina, a 336-unit affordable housing community on a 15-acre site along Cameron Road in Travis County, just northeast of Austin. The project is a partnership with the Housing Authority of Travis County (HATC) and will house families and working professionals earning between 30% and 70% of the area median income.
The plans call for 12 three-story buildings holding a mix of one- to four-bedroom units, each with stainless steel appliances, granite countertops, vinyl plank flooring, walk-in closets, and Energy Star appliances. Amenities include a resort-style pool, a 24-hour fitness center, a business center, a multipurpose community room with a full kitchen, a children's activity room and playground, and green space throughout the site.
The Capital Stack Behind It
Huntington Community Development Corporation is supplying the tax credit equity. PIMCO is providing construction and permanent financing, arranged by Berkadia. Safehold is the ground lessor, its second ground lease on a Texas affordable development. HATC put in $2 million of its own to help fund the units reserved for households earning 30% AMI or less, the deepest affordability tier in the project.
NRP's Fourth Deal With Travis County
Catalina is NRP's fourth collaboration with HATC, following Sanara, a 348-unit project the two broke ground on in Southeast Austin this past May, NRP's first tax-credit partnership with the agency. Between the two projects alone, NRP and HATC have now brought roughly 684 affordable units into the pipeline in a single year.
"There's a concerted effort among Travis County leaders to address growing housing demand and affordability challenges, and we're proud to be part of that momentum through Catalina," said Max Whipple, Vice President of Development at The NRP Group.
Patrick Howard, HATC's Executive Director and CEO, framed the deal as a continuation of that track record.
"Catalina builds on the success of our partnership with The NRP Group and will help provide high-quality affordable housing for Travis County residents for years to come," Howard said.
What's Next
Catalina sits less than 10 minutes from Interstate 35 and about 15 minutes from State Highway 130, putting residents close to Samsung's semiconductor operations, Tech Ridge, and the EastVillage mixed-use development. NRP is also running a complimentary shuttle to grocery stores and pharmacies for residents without cars, alongside on-site programs for after-school care, financial literacy, ESL, and first-time homebuyer education.
Construction is underway now. Initial occupancy is set for September 2027, with full completion targeted for April 2028.
