Construction has reached a major milestone at Soto Del Amo, a new multifamily residential development at 3863 Carson Street in Torrance, just off Hawthorne Boulevard. Developed by Bay Area-based Legacy Partners in a joint venture with DWS Group, the five-story building will bring 200 new rental apartments to the area. Construction crews have now completed the building's framing, bringing the project closer to its expected summer 2027 completion. The development is located near the Del Amo Fashion Center, one of the area's major retail destinations.
What the Soto Del Amo Apartments Will Include
Soto Del Amo will offer a mix of studio, one- and two-bedroom apartments. Homes will range from approximately 633 to 1,118 square feet. The residential program is designed to provide a range of layouts for renters while incorporating shared spaces throughout the property. The project will also include a six-level parking garage with 440 spaces, providing more than two parking spaces for every apartment.
What Amenities Are Planned
Residents will have access to a rooftop pool, fitness center and coworking space. Two courtyards will provide additional outdoor gathering areas within the development. Together with the rooftop amenities, the spaces are intended to provide residents with areas for recreation, work and socializing. The project's name, Soto, is the Japanese word for "outside" and is intended to reference the development's connection to Southern California's outdoor lifestyle and surrounding natural environment.
What the Development Team Is Bringing to the Project
Legacy Partners is leading development through a joint venture with DWS Group. AO is designing the five-story residential building, while Westport Construction is serving as general contractor. The development replaces an underutilized site near the Del Amo Fashion Center and adds new multifamily housing to an established commercial area of Torrance.
What Is Happening Around the Development
Soto Del Amo is part of continued development activity around the Del Amo Fashion Center. A senior housing complex was completed on an adjoining site to the north in 2024, while Lennar is developing 260 townhomes on the eastern side of the mall. The surrounding projects are contributing new residential options to an area anchored by major retail, transportation connections and established neighborhoods.
What Comes Next for Soto Del Amo
With the five-story structure now fully framed, construction will move into the next stages of exterior work, interior construction and installation of building systems. Completion is expected in summer 2027. Once delivered, Soto Del Amo will add 200 rental apartments, 440 parking spaces and a range of indoor and outdoor amenities to the Torrance market.
