What the Revised Proposal Includes
A new affordable housing proposal is moving forward for a site at 1316 Linwood Ave. in Los Angeles’ Westlake neighborhood, just west of the 110 Freeway. The updated plans call for a five-story residential building with 106 affordable apartments. The unit mix would include studios, one-bedroom, and two-bedroom layouts, replacing the earlier proposal that consisted entirely of one-bedroom units. The revised project is smaller than the original eight-story development previously proposed for the property. That earlier plan called for 150 units of permanent supportive housing and was tied to replacement housing obligations connected to redevelopment efforts involving the Hotel Barclay and Morrison Hotel in Downtown Los Angeles. Those hotel redevelopment plans are no longer moving forward, leading to the revised application now being pursued.
What Changed From the Original Development Plan
The original proposal came from Relevant Group and focused heavily on permanent supportive housing for low- and very low-income residents. The latest application was submitted by former Relevant Group partner Richard Heyman and reflects a scaled-back approach both in height and total unit count. The updated design also introduces more housing variety by including larger floor plans aimed at different household sizes. Renderings show a contemporary low-rise structure that fits more closely with the surrounding residential development in Westlake.
What This Means for Affordable Housing in Los Angeles
The revised proposal arrives as Los Angeles continues facing significant pressure to deliver more affordable housing inventory across high-demand neighborhoods near transit and employment centers. Westlake remains one of the city’s denser urban neighborhoods, making infill development opportunities especially valuable for affordable housing builders. Projects near Downtown Los Angeles and major freeway corridors continue attracting developers because of access to transit, jobs, and existing infrastructure. Holos Communities has also become increasingly active in affordable and supportive housing projects throughout Southern California, particularly in neighborhoods where housing demand continues outpacing supply.
What the Project Could Mean for Westlake
While smaller than the original proposal, the updated development would still add more than 100 affordable units to a neighborhood where housing affordability remains a major issue. The project also reflects a broader trend across Los Angeles, where developers are revising or downsizing projects in response to financing conditions, construction costs, and shifting development strategies. If approved, the Linwood Avenue project would continue adding residential density near Downtown while expanding affordable housing options in Westlake.
