What Is Planned for 621 W. 45th St.

New York Gov. Kathy Hochul has selected Gotham Organization, Fisher Brothers and Mural Real Estate Group to transform a state-owned surface parking lot in Hell’s Kitchen into a large mixed-use development. The approximately 51,000-square-foot property is located at 621 W. 45th St., near the Intrepid Museum at Pier 86 along the Hudson River. The site is currently used as parking for the museum. Plans call for two connected residential towers containing 1,127 rental apartments. The development will also include retail space, replacement parking and new public and community facilities connected to the Intrepid Museum. The project is part of Hochul’s broader effort to use underutilized state-owned properties to increase New York’s housing supply.

What Affordable Housing the Project Will Provide

Approximately 338 of the project’s 1,127 rental apartments will be designated as affordable housing. The income-restricted units will serve households earning between 40% and 130% of the area median income. According to the state, that range represents annual household incomes between approximately $61,080 and $198,510 for a family of three. Plans also include 108 for-sale condominiums, 28 of which will provide affordable homeownership opportunities.

“The far West Side of Manhattan has a storied history as a vibrant, inclusive community, and this proposal will carry that legacy forward by building for a more affordable future,” Hochul said.

She added that transforming the underused parking lot into more than 1,100 homes would help address the city’s housing shortage while creating permanently affordable residences and homeownership opportunities.

What the Project Will Add for the Intrepid Museum

The development will expand the Intrepid Museum’s presence beyond its current location at Pier 86. Plans include a new 22,641-square-foot community facility called Intrepid Concourse on the eastern side of the West Side Highway. The facility will include a visitor center, a STEM education hub and a café. The project will also create Intrepid Park, approximately 9,800 square feet of new public open space. The park will connect with the museum’s existing sky bridge, improving access between the mixed-use development and the museum. Additional retail space and replacement parking are included in the proposal, although specific square footage and parking counts have not been announced.

What Environmental Work Is Planned

The property was formerly used as a manufactured gas plant and will require environmental remediation before the development moves forward. The development team plans to clean up the property through New York state’s Brownfield Cleanup Program. The program supports the redevelopment of contaminated or underused sites while establishing environmental standards for remediation. Details regarding the cleanup schedule have not been announced.

What the Development Team Will Deliver

Gotham Organization, Fisher Brothers and Mural Real Estate Group will jointly lead the redevelopment. The proposal was selected following a request for proposals issued by the Hochul administration in February 2025. The state sought development plans that would convert the parking lot into new housing while supporting the Intrepid Museum and adding public benefits to the surrounding neighborhood. Information regarding the project’s total square footage, building heights, number of stories, architect, general contractor and construction schedule has not been announced.

What the Project Means for New York’s Housing Strategy

The Hell’s Kitchen development is part of Hochul’s initiative to identify state-owned properties that can support new residential construction.

“By transforming an underused State-owned parking lot into more than 1,100 new homes — with hundreds permanently affordable and affordable homeownership opportunities — we are taking direct aim at the housing shortage while strengthening one of New York’s great cultural institutions,” Hochul said.

Other state-backed projects include a proposed development at 418 11th Ave. near the Jacob Javits Convention Center. That project is expected to include approximately 1,400 homes, a hotel and a climate change museum. The state is also advancing residential redevelopment plans at the former Lincoln Correctional Facility in Harlem and the former Bayview Correctional Facility in Chelsea. A timeline for approvals, construction and completion of the 621 W. 45th St. project has not been announced.
