What the First Phase Includes

The Hoboken Housing Authority has released new renderings for the first phase of its long-term redevelopment initiative, which aims to transform public housing across the city. The first project will rise on a site bounded by Jackson Street, Harrison Street, and 4th Street, replacing an existing surface parking lot with a new 12-story residential building. Designed by Inglese Architecture + Engineering, the development will deliver 165 public housing apartments along with 2,050 square feet of ground-floor retail space facing Jackson Street. An 84-space parking garage is also included in the plans.

What the New Building Will Look Like

Renderings show an L-shaped structure featuring multiple setbacks with landscaped terraces. The lower floors are planned with a light gray brick façade, while the upper levels will incorporate floor-to-ceiling windows framed by dark metal panels. The building is also being designed with sustainability in mind. Plans include a green roof, solar canopies, and rooftop photovoltaic panels. The project will meet Passive House standards and incorporate flood mitigation features intended to improve long-term resilience.

What Housing and Community Features Are Planned

The 165 apartments will include a mix of one-, two-, and three-bedroom units designed to serve a range of household sizes. Community lounges and shared workspaces are also planned as part of the residential amenities package. To make room for the development, two parcels will be combined into a single site. An existing four-story residential building located at the corner of Jackson and 4th Streets will remain in place and will not be part of the redevelopment.

What the Larger Redevelopment Plan Entails

The first phase is part of a broader strategy to redevelop or rehabilitate six Hoboken Housing Authority complexes originally built between 1940 and 1979. Officials have committed to a one-for-one replacement approach, ensuring all 1,354 public housing units are preserved through redevelopment or modernization. The plan extends beyond housing. It also includes a new public park between the residential buildings and nearby light rail tracks, along with infrastructure and transit improvements intended to enhance the surrounding neighborhood.

What the Partnership Means for the Project

The redevelopment effort gained momentum in June 2025 when the Hoboken City Council approved an ordinance covering Housing Authority-managed properties. Shortly afterward, Hoboken Forward One Urban Renewal Associates, a subsidiary of RPM Development Group, partnered with the Housing Authority to advance the initiative. Phase one is expected to move forward as a 50-50 partnership between RPM and the Housing Authority, creating a framework for future phases of the larger redevelopment program.

What Comes Next for the Approval Process

Before construction can begin, the redevelopment agreement must receive approval from both the Hoboken City Council and the Planning Board. Officials are aiming to break ground by the end of next year If approvals proceed as planned, the first phase is expected to be completed in 2029, marking the beginning of one of the most significant public housing redevelopment efforts currently underway in New Jersey.
