Hallandale Beach Mobile Home Park Could Transform Into 750-Unit Mixed-Use Development

The ongoing transformation of South Florida’s mobile home communities continues as a new 750-unit mixed-use project is being proposed for Hallandale Beach. Seville General Partners, led by Paul Rosen, is seeking a rezoning that could replace the Seville Mobile Home Park with a six-building development featuring residential, retail, and office space.
Redevelopment Plans in Motion
The proposed project would sit on a 7-acre site at 426 Northeast Fifth Street and 515 North Federal Highway. The developer’s preliminary vision includes:
- 750 multifamily units
- 25,200 square feet of retail space
- 44,200 square feet of office space
While an official project application and site plan have yet to be submitted, the Hallandale Beach Planning and Zoning Board is set to review a request today to rezone the property from Regional Activity Center Neighborhood to RAC Corridor—a change that would pave the way for a dense, urban-style development.
The current site is home to 130 mobile homes that cannot be relocated and 35 seasonal recreational vehicles, signaling a potential displacement of long-time residents.
South Florida’s Mobile Home Parks: The Next Wave of Redevelopment
The move follows a larger trend of developers investing in manufactured home sites, recognizing these centrally located properties' high-value real estate potential.
Recent mobile home park redevelopments include:
- El Portal: In January, Adam Neumann’s Flow won the bid for a 16-acre former trailer park at 8500 Biscayne Boulevard with a $70.5 million offer. The site is zoned for a 3-million-square-foot mixed-use development with 2,400 residential units, but Flow has yet to reveal its plans.
- North Miami: Ram Realty Advisors is replacing the Biscayne Breeze Mobile Home Park with a 400-unit mixed-use project including some workforce housing. Demolition of the site at 11380 Biscayne Boulevard began in November.
- West Miami: Cade Capital acquired the Sunnyside Motel & Trailer Park for $26.5 million in December. Unlike other developers, Cade has no immediate plans for redevelopment, though the site’s prime location could make it an attractive future project.
What This Means for Hallandale Beach
The redevelopment of the Seville Mobile Home Park could significantly change Hallandale Beach's economy and lifestyle. The city is experiencing increased real estate investment and urbanization.
If approved, the project would contribute to Hallandale Beach’s growth as a modern residential and commercial hub, mirroring similar shifts in Miami and Fort Lauderdale. However, it also raises questions about affordability and housing displacement, as mobile home parks are among the last remaining sources of affordable housing in South Florida.
