Developers have officially broken ground on Friendswood City Center, a master-planned mixed-use development that will transform 106 acres along FM 528, stretching from Townes Road to Brookside Intermediate School in Friendswood, Texas. Led by Tannos Development Group and Wolfgramm Capital, the project represents a $750 million investment and will include 200,000 square feet of medical and office space, 150,000 square feet of retail, and 225,000 square feet dedicated to hospitality and multifamily development. Plans also call for a nationally branded luxury hotel, a 500-unit apartment community, mixed-use condominium buildings, entertainment space, and smaller commercial pad sites. The land was acquired from Clear Creek Community Church in early 2023, and construction will take place over three phases, beginning with retail development along FM 528.

What the City's First TIRZ Means for the Project

Friendswood City Center is the first development to benefit from the city's newly established Tax Increment Reinvestment Zone (TIRZ). The financing tool allows future increases in property tax revenue generated within the district to help reimburse developers for eligible infrastructure investments. Approximately $60 million will be invested in infrastructure improvements, including a new roadway and bridge connecting Blackhawk Boulevard and Bay Area Boulevard, upgraded drainage systems, new traffic controls, and the construction of a new fire station. City leaders say the public-private partnership will accelerate development while delivering long-term benefits for residents and businesses.

What Public Amenities Will Be Added

One of the project's most significant community features is a 54-acre public park, which the developers plan to donate to the City of Friendswood upon completion. The park will include approximately four miles of walking and biking trails, a fishing lake with a pier, public parking, and restroom facilities. The green space is expected to become one of the area's largest recreational destinations while complementing the surrounding commercial and residential development.
