Finmarc Management Inc. has altered its development strategy for the Telos Corp. headquarters office site in Ashburn, opting to transform it into a 336-unit townhome community rather than a data center, as reported by the Washington Business Journal.

Change in Development Plans

Initially, Finmarc had pursued plans to construct a 180,000-square-foot data center on the 25-acre parcel. However, the company has now submitted pre-application materials to rezone the area for residential purposes. The proposed townhome community will occupy the site located at 19886 Ashburn Road, near One Loudoun.

Rationale for the Shift

The decision to pivot from a data center to a residential project signifies a strategic shift for Finmarc Management Inc. This adjustment reflects a broader trend in the development landscape, possibly driven by market dynamics or regulatory considerations.

Impact on Existing Infrastructure

The proposed townhome community will involve the replacement of existing buildings dating back to the 1980s. Moreover, it is intended to complement nearby retail options, potentially enhancing the overall neighborhood appeal.

Alignment with County Policies

Loudoun County's stance on data center developments along Route 7 and in proximity to residential areas has been characterized by resistance. The proposed residential redevelopment aligns with the county's 2019 General Plan for Suburban Mixed-Use, which prioritizes a diversified mix of land uses, including multifamily residential, office, retail, hotel, and institutional core uses, excluding data centers.

Finmarc Management Inc.'s decision to repurpose the Telos Corp. headquarters office site for residential development underscores evolving priorities within the real estate sector and aligns with Loudoun County's urban planning objectives.
