Cullinan Properties is moving forward with a major medical development for the U.S. Department of Veterans Affairs in Copperas Cove, Texas. The project will be a 256,188-square-foot, two-story VA Multi-Specialty Outpatient Clinic at 552 Robert Griffin III Blvd. City records place the project on approximately 21.6 acres within The Narrows Business and Technology Park. The VA will lease the facility from Cullinan, creating a long-term government-backed occupancy for the developer.
What The New VA Clinic Will Offer Veterans
The clinic will bring a broad mix of medical services under one roof, including primary care, women's health, imaging, dental, endoscopy, social work, dermatology and cardiology. The expanded facility is intended to improve appointment availability and serve the growing veteran population across Central Texas. The project is particularly significant because the region has a large military and veteran population connected to nearby Fort Hood. The facility is expected to become an important healthcare anchor for the area, while also increasing daily traffic and demand for nearby retail, services and other commercial uses.
What The Site And Development Plans Include
The project sits within The Narrows Business and Technology Park, a planned business district on the east side of Copperas Cove. City planning documents identify the site at 21.602 acres, with proposed access from Constitution Drive, Robert Griffin III Boulevard and Charles Tillman Way. Earlier development filings called for approximately 250,000 square feet and 1,350 parking spaces, while the latest project announcement puts the clinic at 256,188 square feet. The scale makes the clinic one of the largest new commercial developments planned for the Copperas Cove market.
What The Project Means For Local Commercial Real Estate
For investors and landlords, the development could have an impact beyond the clinic itself. The Austin Business Journal previously reported that the project carries an estimated $151 million price tag and received approval for a Chapter 380 economic development agreement from the Copperas Cove City Council. A major government medical facility can serve as an anchor for surrounding commercial development, bringing employees, patients and visitors to an area that is currently seeing additional investment. Local reporting has also highlighted expectations that the project could support significant employment and additional development along the surrounding corridor.
What The Construction Timeline Looks Like
Site work has already begun, with the official groundbreaking scheduled for Oct. 8, 2026. The project team includes Leo A Daly for architecture and design, Hoar Construction as general contractor, Westwood Professional Services for civil engineering and Lincoln Property Company for property management. Construction is targeted for completion in September 2028, with the first patients expected to arrive in January 2029. For Cullinan, the project also builds on its previous VA development experience, including outpatient and mental health facilities in Texas and Florida.
