102 Affordable Units Open at 8333 Airport Boulevard

Construction is complete at Redtail Crossing, a five-story affordable housing development in Westchester developed by Community Corp. of Santa Monica.

Built on the former site of a church, the project delivers 102 one, two, and three-bedroom apartments above subterranean parking for 78 vehicles. The development marks the neighborhood’s first permanent supportive housing complex.

What Supportive Housing Means for Westchester’s Housing Mix

The apartments serve households earning between 15 and 60 percent of the area's median income. In addition to residential units, the project includes more than 25,000 square feet of landscaped outdoor space, community rooms, and on-site case management offices. KFA Architecture designed the contemporary podium-style structure. Permanent supportive housing integrates social services with long term affordability, addressing both housing supply and stability needs in high-cost Los Angeles submarkets.

What AB 721 Means for Future Affordable Development

Redtail Crossing was made possible in part by California’s AB 721, legislation sponsored by former Assemblymember Richard Bloom. The law nullified racially restrictive covenants that had banned multifamily housing on the property since the 1940s. By preventing discriminatory covenants from blocking affordable development, AB 721 cleared the legal pathway for higher-density housing on the site. For developers and policymakers, the project underscores how legislative reform can unlock constrained land in established neighborhoods.

What This Means for Westchester’s Development Pipeline

Westchester has traditionally been dominated by single-family zoning and lower-density product. Delivering 102 affordable units at this location signals incremental densification in a supply-constrained Los Angeles neighborhood near LAX and major employment hubs. For affordable housing operators and institutional partners, Redtail Crossing demonstrates how public policy alignment and nonprofit development can activate underutilized land in high-barrier markets.
