California’s Capitol Annex redevelopment project in Sacramento is becoming significantly more expensive as updated estimates push the total projected cost to approximately $1.2 billion. The state-backed project involves the construction of a new 525,000 square foot office building and parking structure intended for California lawmakers and the governor near the State Capitol complex.

The redevelopment has been underway for years and is now expected to reach completion around late 2027. Gilbane, which recently took over as construction manager for the project, reportedly informed state officials that the construction budget needed to be updated following mounting costs tied to inflation, litigation, supply chain issues, and extensive project modifications.

What Is Driving the Rising Costs

The updated budget reflects roughly a $98 million increase from the previous $1.1 billion estimate disclosed in 2022. Project leaders cited pandemic-era material inflation, lawsuits, and construction delays as major drivers behind the rising costs.

Reports also point to millions of dollars in change orders approved throughout the construction process, including redesigns tied to additional office space demands within the State Senate portion of the building. Lawmakers overseeing the redevelopment have said they are attempting to manage future overruns by modifying landscaping plans, reallocating portions of the budget, and seeking operational efficiencies rather than requesting additional state funding at this time.
