What Affirmed Housing Is Building

Construction is moving vertically on Berryessa TOD, a transit-oriented affordable housing project that will bring 195 apartments directly alongside the Berryessa BART station. The 10-story development is being built on roughly 0.8 acres and will provide 193 income-restricted apartments plus two manager units. The homes will serve households ranging from extremely low-income to low-income levels, with the project required to remain affordable for at least 55 years. The development is part of VTA's broader effort to turn land around the transit center into a denser, walkable neighborhood.

What The Financing Brings

The financing package is significant for a relatively small urban site. San José authorized up to $82.6 million in tax-exempt multifamily housing revenue bonds, with proceeds loaned to Berryessa Affordable Housing LP, an entity formed by Affirmed Housing. The project also received $38.5 million through the state's Affordable Housing and Sustainable Communities Program, administered by the California Strategic Growth Council. That funding helped move the project from entitlement into construction while keeping the development focused entirely on affordable housing. The Bay Area Housing Innovation Fund has also identified the project as an example of its strategy to provide financing certainty for cost-efficient affordable housing.

What The Transit Location Adds

Berryessa TOD sits within roughly 0.3 miles of the Berryessa/North San José BART Station, placing residents near regional rail, VTA services and major employment centers. VTA selected Affirmed Housing as its development partner in 2022. The agency's long-term vision calls for additional transit-oriented development around the station, including housing, commercial uses and other neighborhood infrastructure. The project also includes 49 Project-Based Vouchers through the Santa Clara County Housing Authority, supporting rent-subsidized housing for very low-income households.

What The Project Means For North San Jose

Berryessa TOD is the first phase of VTA's Berryessa/North San José Transit Center TOD, creating a major affordable housing component within an area planned for much larger mixed-use growth. The project is also notable for its cost-control focus. The Bay Area Housing Innovation Fund previously estimated the development at less than $750,000 per unit, a benchmark the fund has highlighted as part of its effort to deliver affordable housing more efficiently. For investors and developers, the project shows how transit-owned land, public financing and density near BART can be combined to move affordable housing into construction in one of the Bay Area's most supply-constrained markets. With foundation work underway and the crane now in place, Berryessa TOD is moving from financing and approvals into the construction phase, with delivery expected in 2028.
