What Construction Is Starting at 1000 West Jackson

Foundation work is moving closer at 1000 West Jackson after the City of Chicago issued a caisson permit on August 19 for the property at 1022 W. Jackson Boulevard. The permit allows Mavrek Development to begin the caisson work needed to support the planned 25-story residential tower. The permit had been sitting in the Chicago Data Portal since July 2024 before finally being issued, with a reported construction value of just under $1 million. The development site has already undergone significant preparation. Buildings at 1010 and 1016 W. Jackson Boulevard have been demolished, while the adjacent surface parking lot at Jackson Boulevard and South Morgan Street has been fenced off for construction.

What The Project Will Include

The completed tower is planned to contain 380 apartments, including 76 affordable units. The project will also provide more than 21,000 square feet of commercial space and a 163-space parking garage. A three-level podium will support the residential tower, with an Aldi grocery store planned for the ground floor. The retail component will give future residents and the surrounding West Loop neighborhood access to a full-service grocery option within the development. The combination of market-rate and affordable apartments, along with retail and parking, gives the project a sizable mixed-use component despite its primary residential use.

What Has Happened at the Development Site

Demolition work is now complete at 1010 and 1016 W. Jackson Boulevard. The demolition permits were issued July 1, with Taylor Excavation handling the teardown work. Construction fencing now surrounds the site, including the former surface lot at the corner of Jackson Boulevard and South Morgan Street. Portions of the asphalt have already been removed, and early site preparation for the caissons appears to be underway. The next major step will be the foundation work, followed by vertical construction. A pending permit for a Potain MD485 tower crane was also entered into the city's data portal on August 7, setting the stage for the project to begin rising above the site.

What The Design Team Brings to the Tower

Eckenhoff Saunders is designing 1000 West Jackson. The Chicago architecture firm is responsible for the tower's design, which will add another significant residential building to the West Loop skyline. Skender is serving as general contractor, while Adjustable Concrete will handle concrete work. Taylor Excavation is responsible for the completed demolition and current site preparation. The project has been in the pipeline for several years, making the latest permits an important step toward finally bringing the development to construction.

What The Location Offers Residents

The project is positioned within walking distance of several public transit options. An eastbound CTA Route 126 bus stop is located at the project site, while the westbound stop is one block south on West Van Buren Street. The No. 8 Halsted bus is about two blocks east, providing north-south service. The Morgan Street entrance to the UIC-Halsted Blue Line station is approximately two blocks south near the Eisenhower Expressway. The location also places residents near the West Loop's growing mix of restaurants, offices, retail and residential developments, while providing direct transit connections to downtown Chicago and surrounding neighborhoods.

What The Timeline Looks Like

With demolition complete and the caisson permit now issued, 1000 West Jackson is moving into the early construction phase. The full building permit entered the city's data portal on June 1, followed by the pending tower crane permit in August. If construction proceeds as planned, the 25-story tower is expected to be completed in 2028. For the West Loop, the project will add hundreds of new apartments and a new grocery store to a neighborhood that continues to see significant residential and commercial development.
