Born on February 18, 1969, in Tampa, Florida; the fourth child of six children. Growing up in Tampa, Frank David graduated from Jesuit High School in 1987 and received a bachelor’s degree in Accounting from Mercer University in Macon, Georgia in 1991. Frank is a managing partner in Alliant Partners development, a full-service real estate investment firm, specializing in acquisitions and development which he co-manages. He has developed over 30 independent commercial properties and 2 conveniences store chains containing over 50 stores. He successfully sold both chains to outside corporations. Frank joined Radiant Oil Company of Tampa that his grandfather Nick Capitano started in 1931. As part of the orderly transition to the third generation, The Radiant Group, LLC was formed on August 1, 1999. Frank and his brother Joseph Jr. are the Managing Members of The Radiant Group. The company managed and dispensed motor fuel products through 125 locations in the State of Florida. The Radiant Group sold their gasoline operation business to 7-11.
