WinnDevelopment Plans 753-Unit Holland Gardens Redevelopment in Jersey City
WinnDevelopment and the Jersey City Housing Authority are redeveloping Holland Gardens into a 753-unit mixed-income development, including 310 affordable homes and a new library.

What WinnDevelopment Is Planning
WinnDevelopment is moving forward with a major redevelopment of Holland Gardens after Jersey City’s Planning Board approved the project on July 28. The 3.3-acre site is currently occupied by five low-rise public housing buildings dating to the 1940s. The redevelopment will divide the superblock into two parcels and reconnect 15th Street between Erie Street and Jersey Avenue. PS&S Architects designed the new mixed-income community, which will combine residential, retail and public uses.
What The 753 Units Include
The approved plan calls for 753 residences, with 621 units on the northern parcel and 132 on the southern parcel. The northern building will rise 24 stories and contain 178 affordable apartments alongside market-rate housing. The southern parcel will include a 102-unit affordable senior building and a 30-unit condominium building. Overall, 310 units will be income-restricted, while 443 will be market-rate. Importantly for existing residents, the plan preserves all 192 current public housing units on a one-for-one basis, with residents eligible to return under JCHA’s Right of Return policy.
What The Mixed-Use Project Adds
The redevelopment goes beyond housing. The northern building will include 24,000 square feet of commercial space, while the southern portion will bring a new Jersey City Free Public Library branch and JCHA community services. The project also restores the neighborhood street grid and includes structured parking and extensive bicycle parking. The broader Holland Gardens plan is designed to turn the existing superblock into a more connected mixed-use district.
What The Investment Means For Jersey City
The project has been in development for several years. JCHA selected WinnDevelopment in 2023, and the two sides formalized a Master Developer Agreement in January 2025. Earlier versions carried an estimated $500 million development value. WinnCompanies previously described the redevelopment as a “model mixed-income, mixed-finance, and mixed-use community” that would preserve existing public housing while adding new affordable and market-rate housing.
What Comes Next For Holland Gardens
The major land-use approval is now in place, but a construction timeline has not yet been announced. The project represents a significant redevelopment opportunity for an aging public housing site while adding hundreds of new homes and commercial space in Downtown Jersey City. For multifamily investors and developers, Holland Gardens also highlights the potential for public-private partnerships to unlock larger, mixed-income projects on strategically located urban land.
