  • 60 affordable apartments are under construction at 233 N. Second Avenue in Covina, near the Covina Metrolink Station.
  • Community HousingWorks and Laing Companies are developing the six-story project, with all units reserved for residents aged 62 and older earning 30% to 70% of area median income.
  • The development includes 15 apartments for residents with vision impairments, on-site supportive services and parking for 27 vehicles. An interest list is expected to open in 2028.

What the Senior Housing Development Includes

Construction is underway on a six-story affordable senior housing complex at 233 N. Second Avenue in Covina. The project will deliver 60 one-bedroom apartments on land made available for redevelopment by the State of California. All apartments will serve adults aged 62 and older who meet the project's income requirements. Of the 60 units, 15 are designated for residents with vision impairments, making accessible housing a central part of the development. The location, approximately two blocks south of the Covina Metrolink Station, offers residents access to regional rail service.

What Services and Amenities Residents Can Expect

Beyond housing, the development will provide services designed to support residents as they age. Planned assistance includes case management, benefits support and wellness checks. On-site amenities will include a club room, courtyard, library and shared laundry facilities. The property will also provide 27 vehicle parking spaces. These services and shared spaces are an important part of affordable senior housing, helping residents maintain independence while accessing support and opportunities for social connection.

What the Development Team and Financing Include

The project brings together affordable housing developers, design professionals and public and private financing partners. Laing Companies and Community HousingWorks are leading the development, with TCA Architects handling the design and Agency Artifact serving as landscape architect. Walton Construction is the general contractor, while Kimley-Horn and Building One are among the project consultants. Financing includes support from the California Department of Housing and Community Development and First Citizens Bank, alongside other public funding sources. The development occupies approximately 0.45 acres of state-owned land and is part of California's initiative to create affordable housing on underused public properties. The state selected the development team to deliver the 60-unit community.

What the Construction Timeline Means for Future Residents

Construction began on July 22, 2026, according to the California Department of General Services. Community HousingWorks lists June 2028 as the estimated completion date, with the apartment interest list expected to open sometime in 2028. The project is also designed to prioritize households displaced by the January 2025 Los Angeles County wildfires, along with qualifying households displaced by future fires that receive a FEMA major disaster declaration. For the local housing market, the development adds a dedicated senior housing option near transit, services and downtown amenities. Its combination of income-restricted apartments and resident support services addresses needs that conventional market-rate housing may not meet.
