What ClearView Adds to Echelon City Center
Third Lake Partners and St. Petersburg-based developer Echelon have completed construction of ClearView, a 363-unit multifamily community within Echelon City Center in St. Petersburg, Florida. The Class A residential development includes ground-floor retail and welcomed its first residents earlier in 2026. The project marks another milestone for Echelon City Center, a mixed-use destination with a reported overall development value of $1 billion. The broader plan combines housing with retail, dining, entertainment and future commercial uses, aiming to establish a connected environment for residents and visitors. ClearView offers a mix of one-, two- and three-bedroom apartments, along with three-bedroom townhomes featuring private garages. The residences include quartz countertops, soft-close cabinetry, floor-to-ceiling windows, oversized balconies and nine-foot ceilings. Select units also feature wine storage.
What Amenities Residents Can Expect
The community offers a range of indoor and outdoor amenities designed to support recreation, fitness, social gatherings and remote work. Outdoor features include a resort-style swimming pool, private cabanas, grilling stations and fire pits. Inside, residents have access to a clubhouse with an entertainment lounge and golf simulator, indoor and outdoor fitness areas, coworking spaces and dry-cleaning lockers. The combination of apartment homes, townhomes and shared amenities positions ClearView to serve residents seeking different layouts within a single community. The development’s location within Echelon City Center also gives residents walkable access to a Publix supermarket, restaurants, coffee shops, entertainment venues and other everyday services.
What the Location Means for St. Petersburg and Tampa
ClearView is located approximately 15 minutes from downtown St. Petersburg and 20 minutes from downtown Tampa, according to the developer. The location provides access to employment centers across the Tampa Bay region while placing retail and lifestyle amenities within the larger development. Third Lake Partners Managing Partner and Head of Real Estate Luke Thomas said ClearView’s integration with Echelon City Center gives residents access to retail, dining, entertainment and everyday conveniences. Robert Forsythe, founder and senior managing partner of Third Lake Partners, described the completion as an important step in the continued buildout of the district. He said the firm expects the combination of residential, retail, dining, entertainment and future commercial uses to create a lasting destination for the surrounding community.
What the Development Team Delivered
The ClearView development team included KAST Construction as general contractor, ARC3 Architecture as architect and Interior Design Group as interior designer. ZRS Management is responsible for professional property management. The project also reflects a broader working relationship between Third Lake Partners and Echelon. Their other developments include the redevelopment of the former UPC office campus in downtown St. Petersburg into a mixed-use community and 3rd & 3rd, a high-rise multifamily project with ground-floor retail that was expected to open in the first quarter of 2027, according to the announcement. With ClearView now complete and residents moving in, the project adds a substantial residential component to Echelon City Center and advances the broader development’s planned mix of housing, services and commercial activity.
