  • CIM Group is advancing its proposed 1000 La Brea Avenue development in West Hollywood, a 34-story mixed-use tower that would become the city's tallest building.
  • The project would deliver 514 apartments, including 128 affordable and workforce units, above approximately 30,000 square feet of ground-floor commercial space.
  • Large Architecture designed the approximately 377-foot tower, which would include multiple resident gardens, terraces, a pool, fitness facilities and a parking garage with more than 600 spaces.

What CIM Group Is Building

CIM Group is seeking approvals to transform the former Cemex concrete plant at 1000 N. La Brea Avenue into a major residential and commercial development. The project has reached another key planning milestone, with the West Hollywood Planning Commission reviewing the proposal. City records identify the development as a 34-story building with 514 residences and 128 affordable units.

What The 514-Unit Tower Will Offer

The residential component will include studios, one-bedroom and two-bedroom apartments, with 386 market-rate units alongside the affordable and workforce housing. Residents would have access to outdoor gardens, recreation areas, a fitness center, lounge spaces, a library, yoga room and an outdoor swimming pool with a pool deck and firepit. The project also includes approximately 30,000 square feet of commercial space, originally planned around a grocery use, creating a retail component at the base of the tower.

What Large Architecture Designed

Large Architecture designed the tower with a series of shifting volumes, terraces and setbacks intended to break down the building's visual mass. The firm says the design will integrate above-grade parking into the facade while using the stepped geometry to create balconies and help reduce solar heat gain. The building would reach approximately 377 feet at its highest point. Digital advertising is also planned along portions of the building. Current city materials contemplate multiple billboard displays, with the proposed development agreement establishing terms for revenue generated from the signage.

What The Former Cemex Site Means

The project represents a major shift for a site that spent decades operating as an industrial concrete facility. CIM acquired the property for approximately $46.5 million in 2022, and the Cemex operation has since been cleared to make way for redevelopment. The development also fits CIM's broader strategy along the West Hollywood-Los Angeles border, where the firm has been replacing industrial properties with apartments, retail and office space.

What Comes Next For 1000 La Brea

The Planning Commission review is a key step toward approvals, with city documents also calling for amendments to zoning and a development agreement. The project remains proposed and must clear the city's entitlement process before construction can begin. If approved, 1000 La Brea would bring hundreds of new apartments and a sizable commercial component to the La Brea corridor while establishing a new height benchmark for West Hollywood.
