- The six-story project will deliver 119 apartments, including 118 deed-restricted homes for households earning 30% to 70% of area median income.
- Leasing is expected to begin by Spring 2028. The broader Capital at City Center plan also includes 216 for-sale townhouse-style residences.
Construction Begins at Capital at City Center
Construction is underway at 3440 Walnut Avenue in Fremont’s Central District, marking the first phase of the Capital at City Center residential hub. The project will replace the former Wells Fargo building with a new affordable housing community as part of a larger redevelopment planned to bring several hundred residences to the area. Brookfield Residential Properties and Pacific West Communities are jointly responsible for the project. Pacific West will help oversee the affordable housing component, while Brookfield is responsible for the for-sale townhouse-style homes in the broader development.
119 Apartments With Income Restrictions
The six-floor building will contain 119 apartments, with 118 deed-restricted for households earning between 30% and 70% of area median income. One market-rate unit will serve as the on-site property manager’s residence. Apartment layouts will range from studios to three-bedroom homes. The project architect has not yet been identified, and construction costs have not been disclosed.
Larger Residential Hub Adds Townhomes
The wider Capital at City Center development is planned to include 216 for-sale townhouse-style residences in addition to the affordable apartments. The project site spans more than 11 acres, bounded by Walnut Avenue, Liberty Street and Sundale Drive, across from Walnut Plaza. The city’s BART station is just under a 20-minute walk away, offering access to regional transit.
Leasing Target Set for Spring 2028
With construction now underway, leasing for the affordable housing community is expected to begin by Spring 2028. The project adds income-restricted housing within a larger residential redevelopment, pairing affordable rental homes with a substantial for-sale component. For investors and developers, Capital at City Center highlights how mixed-tenure projects can reshape large urban sites while addressing demand across different housing segments.
