- Abreu Development LLC, led by Daniel Abreu, is proposing a seven-story, 103-unit apartment building in Opa-Locka, Florida.
- The project would rise at the southwest corner of Golf Course Boulevard and Jann Avenue, on a vacant 35,900-square-foot site under contract from Loto 2.
- Plans call for 45 one-bedroom, 53 two-bedroom and five three-bedroom apartments, plus 159 parking spaces and a fitness center.
- Cabrera Ramos Architects designed the proposal, which requires city review before moving forward.
What Abreu Development Is Proposing
Miami-based Abreu Development is advancing plans for a new multifamily project near Miami-Opa Locka Executive Airport. The proposed 103,029-square-foot building would bring new rental housing to a site that is currently undeveloped. The seven-story project is designed with a mix of one-, two- and three-bedroom apartments. Plans also include 159 parking spaces and a gym, but no swimming pool. The development’s architectural design references Opa-Locka’s Moorish Revival heritage, giving the project a local design identity rather than a generic apartment-building appearance.
What the Opa-Locka Location Offers Investors
The site sits near Miami-Opa Locka Executive Airport and the area’s industrial and employment base. Nearby economic activity includes aviation businesses, an industrial park with an Amazon warehouse, and the Concours Club private racetrack. In its development application, Abreu said the redevelopment is intended to turn underutilized property into a productive corridor, increase housing availability, support local businesses and contribute to Opa-Locka’s long-term tax base. For multifamily investors, the area may offer a different cost profile from Miami-Dade’s more expensive residential submarkets. However, the project’s eventual leasing performance will depend on achievable rents, construction costs and competition from other apartment communities.
What City Approval Means for the Project
The proposal is scheduled for consideration by Opa-Locka’s Planning and Zoning Board on October 20, 2026. The board is expected to review the site plan, development agreement and a proposed right-of-way abandonment. Abreu has the approximately 35,900-square-foot property under contract from current owner Loto 2. Doral-based Cabrera Ramos Architects is responsible for the design. The project remains a proposal, so construction timing and final development details have not been confirmed.
What Miami-Dade’s Apartment Market Means for Abreu
The proposal comes as Miami-Dade continues to absorb a substantial volume of new multifamily supply. Cushman & Wakefield reported nearly 13,800 units in Miami’s construction pipeline in the first quarter of 2026, while strong quarterly absorption signaled that rental demand remained active despite elevated deliveries. For developers, that creates both opportunity and risk. Opa-Locka’s employment base and comparatively lower land costs may support new housing, but careful underwriting will be important as the market works through its supply pipeline. If approved, Abreu’s project would add new rental inventory while bringing a vacant parcel into productive use. Its location, unit mix and distinctive architectural approach will be important factors in determining whether it can compete successfully.
