The Los Angeles City Council has cleared the way for Stocker Street Creative, a new studio campus planned at 3701 W. Stocker Street in the Baldwin Hills neighborhood of Los Angeles. Developed by 4SBay Partners, the project will bring more than 250,000 square feet of production, office, and restaurant space to a site located just south of the Baldwin Hills Crenshaw Plaza mall. Plans call for six buildings, 344 parking spaces, and a community room designed to support both tenants and neighborhood engagement. The development is expected to become a significant addition to Los Angeles' entertainment and production infrastructure, particularly as demand continues for modern studio and creative office space.
What the Design Looks Like
Architecture firm JGM is leading the design of the project. Renderings show a collection of contemporary concrete-frame buildings rising to seven stories and approximately 110 feet in height. The campus-style layout is intended to accommodate production facilities alongside office and dining uses, creating a mixed-use environment tailored to media and creative tenants. While detailed floor plans have not been publicly released, the project's scale places it among the larger studio developments currently proposed in South Los Angeles.
What Happened During the Approval Process
The project's approval was challenged by two separate appeals filed by CREED LA and SAFER. Both groups argued that the development's approvals should be reconsidered due to potential impacts related to air quality and construction noise. After reviewing the appeals, the Los Angeles City Council voted unanimously to reject them, allowing the project to proceed. The decision marks a major milestone in the development after several years of planning and environmental review.
What the Construction Timeline Looks Like
According to an environmental study circulated last year, construction of Stocker Street Creative could take approximately 35 months once work begins. A formal groundbreaking date has not yet been announced, but the council's approval removes one of the final hurdles facing the project.
What This Means for Development in Baldwin Hills
The studio complex is one of several major projects planned around the Baldwin Hills Crenshaw area. Just northeast of the site, Harridge Development Group recently broke ground on the first phase of a large redevelopment of the 42-acre Baldwin Hills Crenshaw Plaza property. That project is expected to deliver more than 900 residential units, a hotel, and additional commercial space. Together, these investments signal continued development activity around the Metro K Line corridor, bringing new jobs, housing, entertainment facilities, and commercial opportunities to the neighborhood.
