4Corners LLC has received a full building permit for a new 50-unit apartment building at 1455 W. Fillmore St., featuring 10 affordable apartments and 25 vehicle parking spaces.

What 4Corners Is Building At 1455 W. Fillmore
A surface parking lot in Chicago's West Side is set to become a five-story apartment building after 4Corners LLC secured the project's full building permit. The development at 1455 W. Fillmore St. will contain 50 apartments with no commercial space. The unit mix will include 25 one-bedroom and 25 two-bedroom apartments, giving the project a balanced residential offering. Every apartment will have access to a private balcony or terrace, while residents will also have access to a fitness center on the ground floor.
What The Building Includes For Residents
The ground floor will contain the main residential entrance along Fillmore Street, with the fitness center positioned prominently at the corner. Two apartments will face Fillmore Street, while another unit will face South Laflin Street. The remaining 47 apartments will occupy the upper floors, with typical floors containing 12 units and the fifth floor containing 11. The project will include 25 vehicle parking spaces and 50 bicycle parking spaces. Vehicle access will come from a curb cut on South Laflin Street, while residents will access the bike room through a side walkway connecting back to Fillmore Street.
What The Design Looks Like
Kennedy Mann designed the approximately 60-foot-tall building with a brick exterior and a series of setbacks intended to reduce its visual mass. Different brick colors will distinguish the ground, middle and fifth floors, creating changes in texture and appearance across the facade. The building will also be set back approximately five feet from both Fillmore Street and South Laflin Street. Those setbacks will provide landscaping and private patios for some of the ground-floor apartments. Insets and additional setbacks around the upper levels, particularly the fifth floor, will further break up the building's overall mass.
What The Project Adds For Affordable Housing
The development will include 10 affordable apartments, representing 20 percent of the building's total units. The affordable component is being provided to meet Chicago's Affordable Requirements Ordinance, which applies to certain residential developments and requires affordable housing or an alternative contribution. With 50 total units, the project adds a modest but meaningful amount of new housing while replacing an existing surface parking lot with a more productive residential use.
What The Permit Means For Construction
The full building permit allows 4Corners LLC, which is also serving as the project's general contractor, to move forward with construction. The total development cost is estimated at $18.5 million. For Chicago's multifamily market, the project is another example of infill residential development replacing low-density land in established neighborhoods. With construction now able to proceed, 1455 W. Fillmore is moving from planning into the building phase and will bring 50 new apartments to the area.
