Norwalk, nestled in Los Angeles County, is poised for a dynamic future as it introduces the ambitious "Heart of Norwalk" plan. This strategy aims to invigorate the city's historic downtown region through a comprehensive revitalization endeavor.
Outlined in a report by Urbanize Los Angeles, the plan paints a picture of a transformed downtown Norwalk bustling with activity. It envisions a vibrant landscape adorned with new residences, commercial spaces, eateries, and more. The emphasis lies on mixed-use developments, projecting the creation of over 3,000 homes and 173,000 square feet of commercial real estate, featuring structures reaching up to five stories high.
Spanning a sprawling 615-acre expanse, the plan delineates its scope from Imperial Highway to the north, the 5 Freeway to the east, Rosecrans Avenue to the south, and Pioneer Boulevard to the west. Over a 30-year timeline, Norwalk's downtown rejuvenation is slated to unfold, with a draft specific plan earmarking three principal districts for redevelopment.
The historic Front Street District, running parallel to Firestone Boulevard, will undergo a metamorphosis alongside the establishment of a Triangle District and a Town Square District. Enhancements to the streetscape are also on the agenda, including the conversion of Front Street into a one-way boulevard, featuring widened sidewalks and curbside parking.
In addition to enriching the urban fabric, the plan places a premium on green spaces and amenities conducive to pedestrian activities. Proposed endeavors encompass the creation of a linear park along San Antonio Drive and the establishment of a Norwalk Railway Corridor Trail, offering recreational avenues adjacent to the BNSF railroad right-of-way.
A cornerstone of the plan involves augmenting housing density along commercial boulevards. Proposed rezoning measures are poised to accommodate densities ranging from 40 to 80 homes per acre. Redevelopment initiatives are already underway within the Heart of Norwalk precinct, with affordable housing projects and other developments progressing through various stages of completion.
